People who dont already have characters there will not be able to make new characters on that World. It will also not be possible to use the Character World Transfer Service to move an existing character to there. To also incentivize playing and starting on other servers, Square Enix is halting the Vanadiel Adventurer Recruitment Program promotion, which nets you things like the Copper AMAN Vouchers, Guild Beret, and Sprout Beret for giving out Gold World Passes to get friends to play, on Bahamut. This marks two FFXI Worlds that are now subject to the congestion measures, as Asura already experienced these kinds of initiatives.
